今年是“一带一路”倡议提出10周年，能源合作是共建“一带一路”的重点领域。10年来，在中国与相关国家的共同努力下，“一带一路”能源合作领域不断拓展，规模不断扩大，质量不断提升。为了进一步保障开放条件下的能源安全，全面加强能源矿产领域的国际合作，深化拓展全球能源矿产伙伴关系，保障产业链供应链稳定，助力共建“一带一路”高质量发展，以“加强区域国际合作，携手共促稳定发展”为主题的首届欧亚能源与矿产合作发展论坛，于9月4日在中国国家会议中心隆重举行。

This year marks the 10th anniversary of the "Belt and Road" Initiative, with energy cooperation being a key area of joint development. Over the past decade, with the concerted efforts of China and relevant countries, the "Belt and Road" Energy Cooperation has continuously expanded in terms of scale and quality. In order to further ensure energy security under open conditions, comprehensively strengthen international cooperation in the field of energy and mineral resources, deepen and expand global partnerships in energy and mineral resources, ensure stability in the supply chain, and contribute to the high-quality development of the "Belt and Road" The Inaugural Eurasian Forum on Energy and Mineral Cooperation and Development with the theme of "Strengthen Regional International Cooperation And Work Together To Promote Stable Development" was greatly held on September 4 at the China National Convention Center.

本次论坛由世界贸易网点联盟与中国国际贸易学会共同主办，世界贸易网点联盟北京中心、中国国际贸易学会欧亚企业经贸交流工作委员会、北京国际经济贸易发展协会、经合联华咨询服务（北京）有限公司共同承办，充分利用2023年中国国际服务贸易交易会的平台，以能源及矿产资源国际合作为切入，推动产品贸易与相关的服务贸易发展，获得了包括俄罗斯联邦、安哥拉共和国、喀麦隆共和国、巴基斯坦伊斯兰共和国等“一带一路”框架下的能源、矿产大国驻华使馆，以及中国海外工程有限责任公司、盐城市国有资产投资集团有限公司、哈尔滨银行等企业机构的大力支持。

The forum is co-hosted by the World Trade Point Federation and the China Association of International Trade, and organized by the World Trade Point Federation Beijing Center, China Association of International Trade Executive Committee on Economic and Trade Exchange of Eurasian Enterprises, the Beijing International Economic and Trade Development Association, and the The United Consulting Service (Beijing) Ltd. The forum makes full use of the platform of the CHINA INTERNATIONAL FAIR FOR TRADE IN SERVICES in 2023 to promote product trade and related service trade development by taking energy and mineral resources international cooperation as a starting point. It has received strong support from embassies of major energy and mineral powers under the "Belt and Road" framework, including the Russian Federation,and the Republic of Angola, the Republic of Cameroon,the Islamic Republic of Pakistan, as well as enterprises such as China Overseas Engineering Co., Ltd., Yancheng State-owned Assets Investment Group Co., Ltd., and Harbin Bank.

中国国际贸易学会会长金旭首先代表主办方，向与会嘉宾致欢迎辞。他指出，“一带一路”倡议与全球能源治理密切相连，在能源领域打造命运共同体关乎各方切身利益，将有力带动“一带一路”共建国家经济发展，改善能源匮乏状况，保障能源安全。本次论坛是全面贯彻“四个革命、一个合作”能源安全新战略，推动“一带一路”能源合作持续走深走实，积极参与全球能源治理的一项重要举措，也将为此积聚学界和业界共识，贡献中国智慧、中国方案。同时，他表示，中国国际贸易学会及其下属的欧亚企业经贸交流工作委员会，将充分发挥学会经贸理论研究的优势，紧紧围绕中国外经贸事业扩大发展这一现实需求，通过与国外商协会机构及政府商务部门密切合作，为中外企业解决在国际业务开展中遇到的问题，提供有价值的经贸信息，为国际经贸决策提供有力的依据和咨询服务。

Mr. Jin Xu, Chairman of the China Association of International Trade, first extended a welcome to the participants on behalf of the organizers. He noted that the "Belt and Road" Initiative is closely linked with global energy governance, and building a community of shared future in the field of energy is of vital interest to all parties involved. It will effectively promote economic development, improve energy scarcity, and ensure energy security for the countries participating in the "Belt and Road" initiative. This forum is an important measure to fully implement the new strategy of "four revolutions and one cooperation" on energy security, promote sustainable development of energy cooperation under the "Belt and Road" Initiative, and actively participate in global energy governance. It will also accumulate consensus from academia and industry, contribute Chinese wisdom and solutions. At the same time, he stated that the China Association of International Trade and its Executive Committee on Economic and Trade Exchange of Eurasian Enterprise will fully leverage their advantages in theoretical research on economic trade, closely cooperate with foreign business associations and government commercial departments, provide valuable economic and trade information, and offer powerful references and consulting services for international economic and trade decisions by addressing issues encountered by Chinese and foreign enterprises in expanding their international business operations.

Safeguarding energy security, protecting the ecological environment, and addressing climate change are common challenges faced by the world, and strengthening cooperation is the only way to tackle these challenges in the energy sector. The Inaugural Eurasian Forum on Energy and Mineral Cooperation and Development will play a practical communication platform role, enabling China and the "Belt and Road" countries to continue deepening cooperation and communication, promoting in-depth exchanges among enterprises from different countries in the energy, minerals, infrastructure investment and construction industries, condensing more consensus on energy and mineral development, resolving problems encountered by enterprises in international business development, promoting in-depth infrastructure construction, advancing the construction of an energy community with a shared future, and providing new momentum for promoting world economic prosperity and social development.
